Is it from the dialogue between Wormtongue and the Nazgûl? Only I skimmed through it and nothing stood out.

The Nazgûl are being spoken to, but the speaker is not Wormtongue. It is someone with whom Wormtongue has the same relationship as being specified in the quote.
