Bringing the quote to this page:

What y'all know: It's a two part quote. The first sentence is only shortened. The second is.... what it is. The river is Anduin.

Hint: original quote talks about side(s) of the river as well.

Do you mean Treebeard? No...

I don't remember if this character spoke slowly or not. He didn't speak much in the movie..

No, I didn't mean Treebeard, I meant Celeborn, who spoke in a comically, ridiculously slow voice in his few lines in the film. However, I can't find a quote that seems to meet your parameters

I got that, but I'm not finding it (though I found one that I thought might be it that was separated by a semi-colon, not a colon). I'll keep looking, but maybe someone else will find it first!

This quote was stated by the speaker in a different language but the English translation is given and that is what I used.

It shines at the appointed time.
