Frelga is correct! The context is, Gandalf is grudgingly admitting that Merry might have given him a clue in solving the riddle of how to open the doors of Moria.

The quote is rather condescending, don't you think? Imagine if I said "Frelga, of all people, has gotten the correct quote." I would rightly be considered rude. But Gandalf gets away with it, because, well, he's Gandalf.

Gandalf is, well, Gandalf. But Merry is likewise, well... Merry :D

But yes, there is no shortage of condescension in some of those passages. Kinda makes it more realistic, really. Nobody is nice all the time.
