So does cloak refer to the ring's action on Bilbo?

Nope!

Maybe I should have said Bilbo had come up in the conversation, but the quote is not a direct reference to Bilbo.

When we meet this quote, it's actually repeated by someone else - we don't meet the actual speaker in this book.

This should be easy enough.
There is nothing to save the spelling of commands externally. They can not be facing inward.
