Is Frodo talking to another hobbit or hobbits, or some other being? And are any of the words the same in the original quote?

It's some other being.
A lot of words got replaced by accurate synonyms. For example, instead of "however", there is a simpler word with an identical meaning. I love big howevers and I cannot lie.
"Too" and "again" are in the original. "Gone" was originally a different word but of the same verb root.
And somehow "you" snuck in to replace a different pronoun, changing the meaning somewhat.
