You first guessed:
Voronwë the Faithful wrote:Is it Frodo to Sam?
which is "by Frodo" and "to Sam".

One of the characters is correct, but in the wrong role. In other words, it's either "to Frodo" or "by Sam".

Isn't that the same thing as when I said:
Voronwë the Faithful wrote:Okay, so it was either said by Sam to someone other than Frodo, or said to Frodo by someone other than Sam!

Is it said by Gandalf?
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

Is it said during the "Shadow of the Past" chapter?
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

Well, I can't seem to find it, at least at first glance, so perhaps someone else will have a go.

To bring it to the new page:
Even if I promise to take care of you, he never said I thought it was dangerous.
If it helps, order of the two clauses in the sentence got reversed in the translation.

Yup, that helps!

‘He would certainly never have passed on to you anything that he thought would be a danger, even though I promised to look after you.'

What did we decide about quotes from Unfinished Tales?
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

That we can do them, but specify that it’s UT.

Okay, this is from UT.

It is wonderful that your affairs may seem to you, they are just small chains in the wonderful web.

Is the word "web" in the original?

If not, is it a good translation of whatever the original word was?

Yes, the word "web" is present in the original, in the same position.
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

Thanks, Voronwë!

Translation Party is stalling out on me so I just ran this back and forth between English and Japanese in Google Translate until it stabilized. Might be some obvious tells in it.
Still, are we included in songs and stories so far? Of course, we are united. But I am reading from the red and black letters you know, the words to talk beside the fireplace, or the wonderful book after years of knowing.
