Even though we've narrowed it down, I still couldn't identify any likely quote when I skimmed over the section.

But I did find something interesting that either I never noticed before or forgot about: the shadow that "was moving fast then, and not with the wind" was probably a Nazgûl rather than the Crebain of Dunland. Because:

Frodo looked up at the sky. Suddenly he saw or felt a shadow pass over the high stars, as if for a moment they faded and then flashed out again. He shivered.

"Did you see anything pass over?" he whispered to Gandalf, who was just ahead.

"No, but I felt it, whatever it was," he answered.

I was thinking the Nazgûl didn't show up again until the Falls of Rauros.

The quote didn't actually change that much. But a key word largely was eliminated.

I think we need another hint. I've been over the Caradhras section three times and couldn't find it.

Is the basic meaning of the quote the same as in the translation?

Here is the quote again, to put it on this page:

The meaning didn't change that much, but the words are switched around some, and the key word that I mentioned before being eliminated was a capitalized proper name (but not the name of a specific person or place) and it was replaced with a generic plural pronoun.

Nothing to do with Bill. And its the other Children of Eru. The original quote is actually much closer to the translation than that one.

Oy, I have led you all on a wild goose chase because I myself misremembered when the quote was from. When I said it was before Moria, I should have said that it was after; it is not on Caradhras, as I thought it was. It is, however, in FOTR and Inanna is on the right track.
