I live in Philadelphia and have had three cars stolen. Last time we got to it just before the police had stripped it for a kickback from the chop shop.
We have an interesting system here ... it allows us to pay the police less than they are worth in salaries funded by the taxpayer since they are recompensed by the chop shops, but it has an unfortunate sideways impact on our insurance premiums.
