Does it relate to the Riddle Game? Or should "much, much earlier" by taken even more literally than that?

It's later than the Riddle Game.

Edit because it's a new page:
I did not come for a present. I wanted to see if you saw you or not. That was a really wonderful story.

So it's somewhere between the Riddle Game and the first Rivendell scene from FOTR. We've actually succeeded in narrowing it down quite a bit...

Does it relate to the gifts that Bilbo left for folks after the long-expected party?

About the Ring?

About the Arkenstone?

Said to another Hobbit?
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

Ah, here it is.
I did not come for presents. I only wished to have a look at you and see if you were truly as great as tales say. I did not believe them.

Are any of the words in the original quote?
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."
