It really is beautiful. You can find them for purchase (Amazon, Etsy, etc..) if you search for 'Podstakannik'. I don't know if the metal holders are uniform in size to fit the glass because I see them sold separately.

Back in the Soviet days, they were made to a standard size. Don't know about now.
The ones for use on railroads, like the one in the photo, fit the standard faceted glasses, which are less breakable. The metal bottom of the podstakannik also makes the glass more stable.
At home, they were also used with flat-sided glasses, like the one Celebrimbor is using.

I had to look up that word- cafetiere. I've usually seen them called a French press. They used those pretty exclusively in New Zealand, at least for hotels/rental properties. They are not common here although we have one.
