I actually recognized this quote right away - it's something like "I am no longer young, even by the reckoning of men", but I don't remember who, or when.

Since we now know it's Aragorn, I'll ask is it before or after the breaking of the Fellowship?

(also, is my paraphrasing from memory sort of close?)

Surely someone knows what this is! We've identified the speaker, and narrowed down the time frame considerably. Do we need more of a hint?

Found it! Right after Gandalf jokes that he speaks to himself because old people "choose the wisest person present to speak to", Aragorn says:
I am no longer young even in the reckoning of Men of the Ancient Houses.
As I said, I recognized the quote immediately; I just couldn't remember who, or when.
