I'm going to revisit my answer to Inanna's question. While it is true that the pledge or bond in question is not related to the Silmaril's, the context in which the speaker makes the statement is.
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

To be more exact, it was stated within one of the realms within Beleriand ruled by the relative of Fëanor.

Neither of the pledges or bonds (or oaths) that the speaker is referring to is related to recovering the Silmarils, but the circumstances in which the person is making the statement is related to both an effort to recover a Silmaril, as well as a curse on anyone who kept them.

Do we need more of a hint? To recap: it was stated by a relative of Fëanor, in a realm ruled by that relative of Fëanor within Beleriand, and while the pledges or bonds or oaths that the speaker is referring to are not related to the Silmarils, the circumstances in which the speaker makes the statement is related to an effort to recover a Silmaril. I will add that as a result of what the speaker is saying, the speaker soon will no longer be ruling that realm.

No. Long since gone. There were no realms in Beleriand ruled by any relatives of Fëanor during his lifetime!
