Is it taken from a longer statement?
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

He said a good deal more, and then finished with the quote in question.

"I am being swept off my feet at last."

That was a challenging one! Here is the new one.

And I'm glad to see it again, it's short now, but I doubt I'll stay there.

Is the original meaning similar? I feel I should know this...

Reasonably so.

Does "it's short now" refer to the speaker's expectation of the length of their remaining life?

Yes, somewhat obliquely. The word "short" is not in the quote though a similar word is.
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

Was it spoken during or after the journey homeward after the War of the Ring?

Sounds like Bilbo talking to Frodo about how he intended travelling more but settled in Rivendell?
