Is it said by an Elf?
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

No, nor to an elf.

Here's another hint: the first word is not a good translation, except that both it and the original are negative.

I should have just looked at your old cartoon! Ungoliant to Morgoth:
'Blackheart!' she said. 'I have done thy bidding.
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

You're on the right track, but it's not that quote.

You're still on the right track.

For those who haven't seen it, here is the cartoon in question:

The quote is somewhere in there...

Is the last quote of the cartoon?
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

Here's the new quote:
understood! The hunt is over and we finally meet again. I didn't expect anyone to come there.
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

Is "understood!" an accurate translation of the original word?

It is actually a translation of two words (well, the same word repeated twice), and it is roughly accurate translation of the meaning.
"Spirits in the shape of hawks and eagles flew ever to and from his halls; and their eyes could see to the depths of the seas, and pierce the hidden caverns beneath the world."

Not spoken by Saruman, nor to Saruman, but it is spoken some place closely associated with him.
